Can I mix Enterprise and Advanced licences in the same organisation?

Only in a Per-Device licensing model. Co-term organisations must keep all MS150 units on the same tier. Mixing tiers inappropriately may disable certain features.

Is the switch compatible with older Meraki MS stacks?

Yes. The dedicated QSFP28 stacking ports allow the MS150 series to stack with other MS150 units. It does not stack with previous-generation MS models, but can uplink to them via SFP/SFP+.
